ECM was responsible for the street improvement plans, grading/site improvement plans, conceptual utility relocation plans, storm drain plans, sewer plans, incorporation of detour plans, street lighting plans, traffic signal plans and specifications for over five miles of street improvements for the City of South El Monte. This two million dollar project consisted of the relocation, removal, or relocation of utilities, street lighting, sidewalks, driveways, driveway aprons, gutters, and wheelchair ramps. The project was split into two phases, the first being completed in July of 2007, and the second in January of 2008. Both phases were funded through a combination of Community Development Block Grant (CDBG) funds as well Proposition 1B and Proposition C allocations.
